*Title 1C Education Program is a federally-funded Title 1 program that provides support and supplemental educational programs for migrant children to help reduce the educational disruptions and other problems that result from frequent moves.  All Title 1C services are based on the needs of the migrant children it serves.  The word "Migrant" simply means mobility.  the Title 1C Education Program supports families that are mobile in agricultural work.

Education Level and Certification:  High School Diploma or GED.  Bilingual (English/Spanish) preferred but not required.  

 

Reports To:  ESU 13 Title 1C Education Project Coordinator

 

Terms of Employment:  Full-time 240 day employee with fringe benefits.

 

Performance Responsibilities and Job Tasks  

The primary responsibility of the Title 1C Education Recruiter will be to work in coordination with families, schools, community agencies and Title 1C Education personnel to Identify and Recruit eligible students.

  1. Remain current on all relevant federal and state guidance through participation in regular professional development.  This includes Certification of Eligibility (COE) and Identification and Recruitment (Id&R). 
  2. Ability to apply the federal regulatory guidance on a case by case basis in state ID&R activities.  
  3. Identify, assess and evaluate information received from a variety of sources in determining prospective migrant students and their families for program services.  
  4. Interview prospective migrant students and their families to determine eligibility for the program and services.
  5. Establish and maintain a supportive relationship with eligible families.
  6. Provide support services to students/families that are designed to enhance the migrant child’s success at school, such as educational materials, referrals to community resources, etc.
  7. Provide documentation to the Nebraska Department of Education (NDE) regarding the reliability and validity of information recorded on the Certification of Eligibility (COE).
  8. Collaborate with community agencies and employers of migrant workers to share program information and obtain referrals for potential qualifying families. 
  9. Build relationships with school staff to obtain referrals for potential students and inform about the Title 1C Education program.
  10. Participate in ESU 13 staff in-services (4 days per year) and weekly ESU 13 Title 1C team Zoom meetings along with other mandatory state meetings assigned by Supervisor.
  11. To effectively complete all forms and paperwork required for the position. These may include but are not limited to…
  1. Certification of Eligibility completed accurately and submitted electronically to NDE.
  2. Track time and mileage on a cell phone app provided by the program.
  3. Weekly time and effort logs, timesheets, mileage logs and service logs.
  1. Requires ability to travel on a regional, state and national level.
  2. Maintain confidentiality of student information and records
  3. Perform other duties as assigned.

At-Will Position.   This position is an “at-will” position and may be terminated, with or without cause, at any time in the sole discretion of the ESU 13 Administrator or ESU 13 Administrator’s designee.
